Enhance & strengthen the testing system

As of August 8, 2022

In light of the current spread of COVID-19, Fukuoka Prefecture is once again reaching out to residents to cooperate in taking full-fledged measures to prevent the further spread of COVID-19 and to protect the medical care system.

Recently, the number of people going to hospital for exams is increasing significantly. According, even if an individual goes to the hospital, there is a long wait before they can be examined. This is resulting in a situation where children, seniors, individuals with underlying diseases and other people at a high risk of becoming seriously ill are unable to undergo an exam or testing.
To avoid these types of hospital constraints, Fukuoka Prefecture aims to secure exam/testing opportunities for both individuals at a high-risk of becoming seriously ill and those with a low-risk of becoming seriously ill, which includes young people that do not have underlying diseases.
Reflecting these perspectives, Fukuoka Prefecture is working with the central government of Japan to newly implement the following measures.





1. Eligible individuals
Fukuoka Prefecture is newly establishing a system where individuals with a low risk of becoming seriously ill, who are 40 years old or younger and who have no underlying diseases, and show symptoms, including fever, can perform a test by themselves. This measure aims to alleviate constraints faced by hospitals.

Eligible individuals:
・Residents of Fukuoka Prefecture (including individuals on a long-term stay)
・People 40 years old or younger (but excludes children that are in the third grade or younger)
・Must have no risk factors(*1), including underlying diseases
・People who have been vaccinated more than two times
Eligible individuals must meet all the criteria above and show symptoms, including fever.

*1 Malignant tumor, chronic respiratory disease, chronic kidney disease, diabetes, hypertension, dyslipidemia, cardiovascular disease, cerebrovascular disease, obesity (BMI: 30-plus), smokers, immunodeficiency following organ transplant, third trimester of pregnancy (period after the 28th week and 0 days), individuals using immunosuppressants/regulators, those with HIV

2. Flow of testing procedures



Detailed flow of procedures:
1　Fukuoka Prefecture will newly set up the “Center for Test Kit Distribution & Registration for Individuals that Test Positive.”
2　Individuals that meet the set criteria will apply for testing online.
3　A test kit will be delivered to the individual’s home in about two days from the time an application was submitted.
4　The individual that receives the kit shall collect and test the specimen on their own.
5　Should the test show the individual is positive for COVID-19, the individual should follow the instructions on the leaflet enclosed in the kit and register with the center online.
6　Doctors are stationed at the center and will confirm the symptoms, mainly via an online medical consultation.
7　Following this, the individual is to recuperate at their home in compliance with instructions by the public health center.

3. Test kit application and registration by individuals that tested positive for COVID-19
(1) Test kit application
In principle, people desiring the delivery of a kit should submit an application online.
The application period is from August 8 to August 31.
Read the two-dimensional bar code to access the application site.
*A single individual can only submit one application. (One kit is distributed per application)


(2) Registration by individuals testing positive for COVID-19
The period for registration is from August 8 to September 7, 2022.
Confirm the details in the leaflet enclosed in the test kit and access the registration site.

4. Inquiries


Should consultation in a foreign language be required, contact the Fukuoka Multilingual Assistance & Information Center at the number below.



Those individuals that are over 40 years of age and have an underlying disease should follow protocol set thus far and visit a hospital for testing. In this case as well, individual with mild symptoms, including a slight fever, cough, or sore throat, should go to a hospital close by on a weekday. We request that individuals with mild symptoms refrain, as best as possible, from going to the emergency at night or on holidays.



Fukuoka Prefecture is working with local municipalities to promote the administration of the fourth round of vaccinations for seniors. In addition, we encourage people working at senior care facilities and medical practitioners to quickly get their fourth vaccination.

Calling out to prefectural residents

Fukuoka Prefecture is once again asking residents in the prefecture to cooperate by thoroughly implementing basic measures to prevent the further spread of COVID-19 and to protect the medical care system

Individuals at a high-risk of becoming seriously ill, which includes seniors and people with underlying diseases, should considering being vaccinated a fourth time to protect their own life.
In addition, when going outside or meeting with people, sufficiently confirm how crowded it is where you plan to go and where COVID-19 prevention measures are in place.
Be careful and take action on your own to fully implement basic COVID-19 prevention measures. This includes wearing a mask, disinfecting your hands, avoiding the 3 Cs, and sufficient ventilation.

Individuals that regularly come in contact with individuals at a high-risk of becoming seriously ill should refrain from behavior with a high risk of infection and act cautiously.

Ahead of the upcoming Obon holiday, we anticipate an increase in opportunities to visit with seniors for the first time in a long time, mainly when individuals return to their hometown. Use the prefecture’s free test kit or other exams prior to visiting seniors, to confirm that you are negative for the COVID virus. Also, we ask that you further abide by measures to prevent the spread of infection, including wearing a mask even when at home and diligently carrying out ventilation.

We also anticipate an increase in opportunities for sharing meals with others. In the case of situations where there are many people eating together, we request that you take advantage of this type of free testing.

Period for Preventing the Re-Spread of Infection has ended but the Fukuoka Corona Alert is still in effect

As of April 8, 2022

After making a comprehensive assessment based on the expert’s opinions from medical personnel, and municipalities, the "Period for Preventing the Re-Spread of Infection" will end on April 7.

The Fukuoka Corona alert will continue, and we will continue to notify all prefectural residents.

Even after the end of the "Period for Prevention of Re-spread of Infection”, the outbreak has not yet been contained. We ask each prefectural residents to thoroughly implement basic infection prevention measures and act carefully, and we will continue to move forward toward "With Corona”, which aims to prevent the spread of infection and balance socioeconomic activities.

【Request to Prefectural Residents】

Basic infection prevention measures is important, we ask that everyone, including those who have been vaccinated, take thorough infection prevention measures such as proper wearing of masks, hand hygiene, avoidance of three Cs.



Those who wish to be vaccinated should make efforts to be vaccinated as early as possible at the vaccination centers set up by municipalities and prefectural government, etc.



When going out, please continue to wear masks, disinfect your hands and take your temperature at the places you visit, including those who have been vaccinated. Please act after carefully checking the infection status of your destination and the infection prevention measures of the facilities you will use. In particular, the elderly, people with underlying medical conditions, and those who have daily contact with these people should act with caution. If you have symptoms such as fever, please avoid going out and seek medical attention. For travel across prefectural borders, please ensure that basic infection prevention measures are taken, including avoidance of the "three Cs".



When dining out, please choose restaurants that have thorough infection prevention measures in place, including restaurants with infection prevention certification. For restaurants with infection prevention certification, the requirement of no more than 4 people in the same group at the same table will be lifted. As for non-certified restaurants, some restaurants did not take thorough measures to prevent infection, such as installation of acrylic panels, which is required for certified restaurants, so we will continue the restriction of no more than 4 people at the same table to prevent users from being crowded together.

Since dinners accompanied by drinking tend to be loud due to high moods and decreased attention span, please avoid eating and drinking for long periods during your stay, including gatherings at private homes, etc., with a target duration of about 2 hours. The term "within 2 hours" has been changed from "about 2 hours" during the period of measures to prevent the re-spread of infection. Eating and drinking without masks is risky, so it is important not to do so for a long time. For this reason, "about 2 hours" is clearly indicated as a guideline.
Please wear a mask during conversations, and avoid shouting.



Although there are still some cherry blossoms left, we ask that you continue to refrain from eating and drinking in groups on the streets or in parks where infection prevention measures are not thoroughly implemented.

Free COVID tests will continue.

Regardless of vaccination status, asymptomatic persons who are concerned about infection, such as those in environments with a high risk of infection, are encouraged to take the test.

【Requests to restaurants】



We ask that restaurants continue to follow industry-specific guidelines and take thorough measures to prevent infection. Especially please ensure thorough ventilation.

Please encourage customers to eat and drink for about two hours and not for longer periods of time. For restaurants other than certified infection prevention restaurants, please do not allow more than four people in the same group to enter the same table. We also request that restaurants make efforts to obtain the "Infection Prevention Certification Mark".

Lifting of the Fukuoka Corona Alert and future response

As of October 11, 2021

On October 11, The Fukuoka Prefectural Government's Corona Task Force held a meeting and decided to lift the "Fukuoka Corona Alert" that is currently in effect will be lifted on Thursday, October 14.
 
As a result, the current request to restaurants and bars to shorten business hours and refrain from using karaoke facilities will be lifted as of October 14.

It is necessary for all of us to remain vigilant, to be cautious, and to practice basic measures to prevent the spread of infection, so that society can prevent it from spreading again. We would like to ask for the cooperation of all prefectural residents and businesses from October 15 onward, as follows, so that we will not be asked to refrain from going out or shorten our business hours again.

Request to Prefectural Residents

When you go out, please take basic infection prevention measures such as avoiding the three “Cs”, wearing a mask, and washing your hands, carefully check the infection status of your destination and the infection prevention measures of the facilities you use. If you have a fever, avoid going out.

When traveling across prefectural borders, please take basic measures to prevent infection, such as avoiding the three “C”s.

In the case of eating and drinking, please choose restaurants with thorough infection prevention measures, such as those with infection prevention certification.

Regardless of the number of people, if infection control measures are not sufficient, the risk of infection increases. Especially, when eating in large numbers, it is easy to become loud and droplets can easily fly, so please comply with the prefectural government's "Guidelines to Avoid Infection Risk while at Restaurants" and refrain from eating if infection control measures are not sufficient. Please refrain from eating for longer than two hours, as it is easy to become loud.

Please wear a mask when singing in a karaoke box, and keep a distance of at least 2 meters from the person singing and at least 1 meter between seats. Please disinfect microphones and other equipment each time you change users.

Regarding to the State of Emergency Declaration

Announced on Tuesday, August 17, 2021

On Tuesday, August 17, the national government added Fukuoka Prefecture to the list of areas to be under the state of emergency and to take the necessary measures to be implemented. In response to this, Fukuoka Prefectural Government's Corona Task Force held a meeting and decided on the details of the measures to be taken.

On Thursday, August 12, the number of new cases reached a record high of 1,040, and the number cases continues to be high.

The number of new cases per 100,000 people in the last one week was 106.5. The number is comparable to that of prefectures in the emergency measures zones, and the infection situation is extremely severe.

As the number of new cases has increased, the hospital bed occupancy rate has also risen; as of Monday, August 16, the hospital bed occupancy rate was 60.7% and the critical care bed occupancy rate was 13.8%.

Five out of the seven indicators for determining the stage indicated by the national index is  equivalent to stage 4.

On Monday, August 16, we were informed by Minister Nishimura that the national government was considering adding Fukuoka Prefecture under the state of emergency.

Today, the national government added Fukuoka Prefecture to be declared under a state of emergency and emergency measures need to be implemented.

Fukuoka Prefectural Government's Corona Task Force held a meeting today, and decided to implement emergency measures from Friday, August 20 to Sunday, September 12.

Request to Prefectural Residents

We request to all prefectural residents to continue to do the following

Refrain from unnecessary outings, including during the daytime, especially after 20:00.

Even if you need to go out, please do so in small groups with your family or other people you usually spend time with. Avoid crowded places and times.

Refrain from unnecessary moving across prefectures.

Refrain from using restaurants, etc. that do not have thorough infection prevention measures in place, or that have not responded to requests to close or shorten business hours.

Thoroughly implement basic infection prevention practices, such as wearing a mask and avoiding the three “C”, even after vaccination.

Request to Restaurant and Bar Etc

We would like to ask all restaurants and bars that serve alcoholic beverages or karaoke equipment throughout the prefecture to close. Patrons are not allowed to bring in alcoholic beverages into the restaurants.

If you do not provide alcoholic beverages or karaoke equipment, please shorten your business hours to between 5:00 and 20:00.

Restaurants that respond to the requests will be granted a cooperation fee. The amount ranges from 40,000 yen to 100,000 yen per day, depending on the amount of sales. For those restaurants that have received this money in the past, we will provide 640,000 yen (40,000 x 16 days) as a partial payment in advance. In addition, restaurants that stop serving alcoholic beverages and close or shorten their business hours will also receive rent support. (Monthly rent: 2/3, maximum 200,000 yen)

For those businesses affected by the suspension of alcohol services, support will be provided on top of or alongside the national government's monthly support payment. The Fukuoka Prefectural Government will also provide a wide range of its own support to small and medium-sized businesses that are not eligible for the national government’s monthly support. These "Monthly Support Funds for Small and Medium Enterprises in Fukuoka Prefecture" will be provided for September in addition to August.

To facilities that attract visitors

For large scale facilities over 1,000 square meters, business hours should be limited to 20:00. (Excluding daily necessities and services)

In large-scale commercial facilities (such as shopping centers, department stores, and electronics retail stores with a floor space of more than 1,000 square meters), please ensure that businesses take measures to prevent infection, such as controlling and limiting the number of people, and providing guidance. For events that are expected to be crowded, such as bargain sales and time sales, please implement especially appropriate measures. In the food sections of department stores, etc., where the infection risk is high, please organize the number of visitors so that the number of visitors is less than half of the number during the peak hours.

Facilities that attract customers and tenants that respond to the request to shorten business hours will be provided with cooperation money. The amount of the cooperation money will be calculated by multiplying the "amount per day*" by the "percentage of hours reduced in response to the request. (*Large-scale visitor-attracting facilities: 200,000 yen per day for every 1,000 square meters/tenants: 20,000 yen per day for every 100 square meters)

Events

The event is limited to 5,000 people and 50% capacity. No alcoholic beverages will be served, and the event must be held until 21:00.

For the time being, the event will be held until August 31, and after September, another announcement will be made based on the national government's decision.

Request to Businesses

Clusters in business are becoming more frequent. The Prefectural government ask all businesses to aim to reduce the number of employees coming to work by 70%. In addition, we ask that you take thorough measures to manage the health condition of your employees, such as recommending that they be tested with simple antigen kits, and refraining from coming to work if they show symptoms such as fever.

In addition, we request the following

•  Thoroughly promote work from home, and even when employees do go to work, strongly promote staggered work hours, bicycle commuting, and other measures to reduce contact with other people.
•  Work hours after 20:00 should be shortened, except when it is necessary to continue business.

Pay attention to the changeover of places such as break rooms, changing rooms, and smoking rooms, and thoroughly implement infection prevention measures.

Employees should be reminded to take thorough infection prevention measures, both inside and outside the workplace. Particularly ask employees to strictly refrain from using restaurants and other establishments that have not responded to requests to close or shorten business hours.

Regarding to Schools

School activities should be carried out in accordance with basic infection prevention measures, such as avoiding three “C”s and wearing masks, and activities with a high risk of infection, such as those involving physical contact and loud vocalizations, should not be carried out. Students are requested not to take part in extracurricular classes or club activities, except for those related to the acquisition of qualifications or other career guidance, participation in official competitions, and the minimum necessary activities for these.

Medical Institutions

The Prefectural Government continues to work on strengthening its medical institutions. Regarding to hospital beds, we have been trying to increase the number of beds as needed with the cooperation of medical institutions, and we have just secured 10 new beds today. The total number of hospital beds is now 1,433 (202 of them are serious care beds).

A total of 2,106 rooms have been secured at 10 temporary accommodation facilities. The administration of neutralizing antibody drugs (so-called "antibody cocktail therapy") to residents who are at risk of becoming seriously ill, which was started yesterday, will be promoted to prevent serious illnesses and avoid overcrowding of critical care beds.

Pulse oximeters will be loaned to all residents receiving home treatment, and health monitoring will be thoroughly conducted. On weekdays, the public health center responds to inquiries about fever and other illnesses. For consultations during the night or on holidays, please call the dedicated holiday and night phone number.

In addition, for those who live alone and have difficulty securing food, retort food is delivered free of charge.

Oxygen stations

In addition, a new Oxygen Stations will be set up by the end of August. An oxygen station will be set up to provide oxygen and other treatment (24 hours a day) to people on standby at home whose symptoms have worsened to the point where they need to be hospitalized.

The station will accept patients upon request from the public health center or the fire department and administer oxygen and medication as necessary until the hospital where the patient will be hospitalized is can accept the patient.

Currently, preparations are underway to set up the center in a medical institution that has space for oxygen equipment among the medical institutions that accept COVID-19 patients, and it is scheduled to open by the end of August.

Regarding the lifting of Priority Measures and Future Measures

As of July 8th(THU) 

Today, the National Government Task Force has decided to remove Fukuoka Prefecture from the priority measures as of July 11. In response to this decision, the prefectural government have decided measures for the future.

Regarding to the Infection Situation

On April 19, a press conference together with Fukuoka City Mayor Takashima and requested the citizens of Fukuoka Prefecture and businesses in Fukuoka City to shorten their business hours, and we apologize for the inconvenience and hardships caused over the past three months. We are also grateful to all the medical professionals who are working hard against COVID-19 in the field. We would like to express my heartfelt gratitude to all of you for your understanding and great cooperation, which has enabled us to lift the priority measures to prevent the spread of the disease.

Since June 5, the number of new positive cases has remained below the level equivalent to stage 2 of the national index. As for the medical institutions, 1,413 beds and 2,106 rooms of temporary accommodations have been secured for COVID-19 patients. On June 28th, the number of cases per 100,000 people in the past week has been maintained at the level where we can request the national government to lift the priority measures.

With the decrease in the number of new cases, the number of hospitalized patients has continued to decline since late May, and the hospital bed occupancy rate as of July 7 was 9.6%, falling below 10% for the first time in about eight months.

Measures to take for the future

Looking at the current situation of infection and the burden on the medical institutions, there is little need to continue strict measures that involve restrictions on private rights, such as refraining from going out, shortening the business hours of restaurants, and serving alcohol, even after the lifting of the priority measures to prevent the spread of the disease. However, the lifting of the measures does not mean that the COVID-19 infections has ended, and the lifting of the priority measures must not lead to a break from the situation. We need to monitor the effects of new mutated variant such as the delta variant, which one confirmed case in our prefecture on July 6, and the trend of infection spreading in Tokyo and Osaka, where there is a lot of traffic with our prefecture. For this reason, based on the opinions of experts and municipalities, we request the following cooperation from the prefectural residents and businesses of the prefecture.

Request to Prefectural Residents

 

• When going out, please carefully check the infection status of your destination and the infection prevention practices of the facility you are going to and choose a time and place that are not crowded. If you have symptoms such as fever, please avoid going out.

 

• When traveling across prefectural borders, for vacation and going back to hometown, please follow basic infection prevention practices, including avoiding the "three Cs". Please refrain from unnecessary travel to and from prefectures under the state of emergency and the priority measures areas to preventing the spread of the disease.

Request when going to Restaurants and Bars

 

• Do not use restaurants that do not have thorough infection prevention measures in place.
  
  Regardless of the number of people, if infection prevention measures are not sufficient, the risk of getting infected increases. Especially when eating with many people, it is easy for droplets to fly due to loud voices. Therefore, please comply with the items listed in the "Guidelines to Avoid Infection Risk while at Restaurants" and refrain from using restaurants that do not have adequate infection prevention measures. (See Attachment 1, "Guidelines to Avoid Infection Risk while at Restaurants")

 

• Please refrain from drinking for a prolonged periods exceeding two hours, as it is easy to become loud due to the excitement and loss of attention. In addition, please wear a mask and do not shout during conversations. This also applies to dinners at homes, outdoor barbecues, etc. Please do not drink from each other's drinks or reuse used cups around. When groups are using multiple tables, please refrain from moving from table to table.

Regarding use of Karaoke facilities

 

• Please disinfect microphones and other equipment thoroughly each time the number of singers change. When singing, please wear a mask and keep a distance of at least two meters from other people. Please maintain a distance of at least one meter between users and avoid seating in front of them. Clusters occurs at daytime Karaoke facilities. Please pay close attention to when using them.

Request to Restaurant and Bar Owners

 

•  Please observe the "Guidelines to Avoid Infection Risk while at Restaurants" shown separately and take thorough measures to prevent infection. Specifically, please keep a distance of at least one meter between the seats of customers and avoid placing them directly in front of each other or separate them with acrylic panels or the like. The same applies to counter seats; please leave a space of at least one meter or use acrylic panels to separate them so that customers do not come into close contact with each other, and open windows in two directions every 30 minutes to ensure proper ventilation.
  
  Please encourage customers to wear masks and not to shout. Please cooperate with the new certification system of the prefecture government and try to obtain the "Infection Prevention Certification" that will be explained later.

 

• In the case of banquet halls such as large halls in hotels and restaurants where large groups of people are to dine, such as at wedding receptions, please keep the distance between seats and tables to no more than 50% of the capacity when serving food and keep the distance between seats and tables to no more than one meter or separate them with acrylic panels. Please do allow people not go to other tables or to go and pour a drink to someone else and refrain from having a standing meal.
  
  For establishments that use karaoke equipment, please thoroughly disinfect microphones and remote controls, and place disinfection equipment in each karaoke box. Since many people gather at snack bars and karaoke cafes, please ensure that there is adequate ventilation and distance between people.

The prefectural government will continue to check whether restaurants and bars are taking proper measures to prevent infection, and based on reports from the prefectural residence, will immediately conduct on-site inspections and provide necessary guidance.

Start of Infection Prevention Certification System

 

• In addition to the patrols, we will also implement the new infection prevention certification system that was mentioned earlier. This is an initiative in which the prefecture government checks the implementation of infection prevention measures in each restaurant and certifies them. By displaying the new "infection prevention sticker," certified restaurants will be able to objectively demonstrate that their infection prevention measures are appropriate. By displaying the certification sticker, people can use restaurants with greater peace of mind.
  
  There are 40 criteria for certification based on industry-specific guidelines, with additional criteria for establishments that provide karaoke and food and beverage with entertainment.   From the end of this month, inspectors will visit about 35,000 restaurants in the prefecture to check the infection prevention measures in their establishments and will start accepting applications from restaurants for certification from next Friday, July 16. Reviewing the Fukuoka Corona Alert

Transition from State of Emergency to Priority Measures to Prevent the Spread of Disease

Emergency Measures being lifted

The national government’s task force decided to lift the State of Emergency Measures implemented on this prefecture Sunday, June 20.

The infection situation in Fukuoka prefecture, the number of new cases per 100,000 people in the last one week has decreased significantly (from 67.2 to 5.4) compared to the peak on Saturday, May 15, and has dropped to the equivalent of Stage 2 of the national index. The medical institutions has been strengthened sequentially, and the number of hospital beds has increased from the initial 1,049 to 1,403, exceeding the target of 1,220. Of these, the number of critical care beds has been increased from 111 to 201. As of Wednesday, June 16, the hospital bed occupancy rate was 30.4%, and the critical care bed occupancy rate decreased to 22.2%.

As a result of these improvements, the prefecture has been removed from the area where the state of emergency needs to be implemented. We would like to express my deepest gratitude to the many residents and businesses of the prefecture for their understanding and cooperation, despite our strict requests to refrain from unnecessary outings, closing businesses, and shorten business hours.

I would also like to express my gratitude once again to all the medical personnel who have been working on the front lines of the fight against COVID-19 with a strong sense of mission, as well as secure hospital beds, medical treatments, and examination services.

Transitioning to Priority Measures Preventing the Spread of Disease

• Although the decision to be lifted from the state of emergency has been made, our prefecture still falls under Stage 3 in four indicators. In addition, our prefecture has a large population and a lot of human interaction. There is also a large downtown area, and the rebound of the infection in this prefecture would have a significant impact on the entire Kyushu-Yamaguchi region, so it is necessary to firmly control the infection.
  
  The occupancy rate of hospital beds is still high at 22.2%, compared to 18% on Sunday, February 28, when the previous state of emergency declaration was lifted.
  
  Mutated strains that are more infectious are being replaced by new mutated strains such as the "delta strain" that has been confirmed in Japan also poses a threat. Therefore, it is necessary to suppress the infection until we reach stage 2 or lower, and to be vigilant against the early re-spreading of the infection.
  
  It is necessary to control infection from eating and drinking places where the risk of infection is considered high. Kitakyushu City, Fukuoka City, and Kurume City, the three major downtown areas in the prefecture. About 80% of the restaurants in the prefecture is concentrated in these three cities. As there are many customers from the surrounding areas, we must be extremely vigilant. Kitakyushu City, Fukuoka City, and Kurume City will be designated as priority areas for preventing the spread of the disease.
  
  We have also decided on the measures of other areas of the prefecture and request it to all prefectural residents and businesses.
  
  The period of the measures will be from Monday, June 21 to Sunday, July 11, in accordance with the national government decision.

[Requests to the Prefectural Residents]

• Please refrain from unnecessary outings, including during the daytime. Please refrain from going out at night. Please refrain from traveling across prefectural borders, especially to and from prefectures that are in the state of emergency or priority measures are in effect in the area.
  
  
• Please refrain from eating and drinking in groups on the streets and in parks, and other activities that carry a high risk of infection. As for the prefectural parks, we will continue to take measures to prevent drinking in the parks.
  
  
• Please refrain from going to restaurants after the requested hours of operation, and refrain from using restaurants that do not have thorough infection control measures in place or that have not responded to requests to shorten their business hours.
  
  When going to restaurants, please limit the use to a small number of people and for a short period of time. When talking, please wear a mask and avoid loud voices.

[Request to Restaurants and Bars]

• The following is for Kitakyushu City, Fukuoka City, and Kurume City, which are in the "priority areas” The hours of operation should be between 5:00 and 20:00, with alcoholic beverages served from 11:00 and stop serving alcohol at 19:00.
  
  Next, for cities and towns outside “priority zone," we request that the hours of operation be between 5:00 and 21:00, with alcoholic beverages served from 11:00, and the order stop at 20:00.
  
  Alcoholic beverages may only be served at establishments that comply with industry-specific guidelines and displaying the "Infection Prevention Declaration Sticker" issued by Fukuoka Prefectural Government. When serving alcoholic beverages to patrons, only groups of four people or less are allowed.
  
  
• Establishments such as snack bars and karaoke cafes that mainly serve food and beverages and provide karaoke are requested to refrain from using such equipment. Karaoke boxes are exempt from this rule.
  
  
• Restaurants that cooperate with the request will be paid for their cooperation.
  
  For small and medium-sized enterprises in the “priority zones”, 30,000 to 100,000 yen per day, depending on the amount of sales. Other small and medium-sized enterprises outside of the “priority zone” will receive 25,000 to 75,000 yen per day depending on their sales.
  
  Large companies will receive up to 200,000 yen per day depending on the amount of decrease in sales.

[Request to facilities that attract visitors]

• For large scale facilities that attract visitors, such as those over 1,000 square meters, please keep the hours of operation from 5:00 to 20:00, and until 21:00 when events are held. Please ensure that visitors are organized and guided so that there is no congestion inside or outside the facility. Facilities and tenants that cooperate with us will be paid a grant for their cooperation.

[Limitation of holding events]

• For events, the maximum number of people is set at 5,000. In the case of loud cheering or shouting, the maximum capacity shall be within 50% or 5,000 people, whichever is smaller.

[Regarding to Commuting to work]

• We would like to ask businesses to continue to promote the use of work from home (telework) and vacation time with the aim of reducing the number of workers at work by 70%. Even if you do go to work, please strongly promote staggered work hours and other measures to reduce contact with other people.

[Guidelines to requests the national government to lift the priority measure zone]

• The period of the priority measures to prevent the spread of the disease is set to end on Sunday, July 11, but even within this period, if it is confirmed that the hospital bed occupancy rate and the critical care bed occupancy rate have shifted to Stage 2 or lower, we would like to request the government to lift the priority measures ahead of schedule.
  
  
• If the number of new cases remains stable at 30 people, the rate is expected to reach 20% by the end of June.
  
  Regarding the vaccine, the vaccination rate for the first round of vaccination for the elderly, which we are currently promoting, is 39.8%. To reduce the critical care beds occupancy rate, we will ensure that vaccination of the elderly, who are prone to severe diseases, is pursued.

Extension of State of Emergency Declaration

As the national government extended the period of emergency measures today, a meeting of the prefectural government's coronavirus task force on was held to decide on the extension of the emergency measures and the details of the measures.

The extended period will be until Sunday, June 20. The content of the measures will continue to be the same as the previous measures.

• Request to the Prefectural Residents

Please refrain from unnecessary outings, including during the daytime.
Please refrain from going out after 8pm.
Also, please refrain from unnecessary travel across prefectures.

Although the number of new cases is on the decline, we are concerned about an early rebound because highly infectious mutant strains that account for about 90% of the cases. Please stop and think carefully before going out, and act cautiously and responsibly. 

• Requests to restaurants, bars, etc.

Restaurants, bars, and other establishments are requested to continue to refrain from serving alcoholic beverages and provide karaoke throughout the day, and to close or close their business hours between 5:00 and 20:00.

(Restaurants that allow users to bring their own alcoholic beverages inside are also requested to close.



Restaurants that cooperate with us will be paid a cooperation grant.

In order to prevent infections caused by eating and drinking, we are currently warning to restaurants that do not respond to the request.

• Requests to facilities that attract visitors

The following table shows the effect of the request for closure of facilities that attract visitors since last week on the number of visitors during the daytime on Saturday and Sunday before and after the state of emergency declaration.

The figures are compared based on the first Saturday and Sunday (April 24 and 25) when we requested people to refrain from unnecessarily outings and shorten business hours at restaurants.

The areas around Hakata Station and Tenjin subway station, the turnout has been decreasing with each step of the request.

In the area around suburban commercial facilities, the number of people increased immediately after the declaration of the state of emergency, but after the request for closure last week, the number of people decreased significantly. This trend was similar around suburban commercial facilities in the prefecture.

We would like to express our gratitude to the department stores and other commercial and visitor-attracting facilities for their cooperation.

 

In order to ensure a decrease in the number of new cases, it is important to reduce the crowds.

We know this is a tough request, but we would like to ask you to continue to close commercial facilities that are over 1,000 square meters on Saturdays and Sundays and to shorten the hours of operation to 8 p.m. on weekdays, with the exception of stores selling daily necessities.

Other facilities that attract more than 1,000 square meters of visitors (movie theaters, gymnasiums, sports clubs, etc.) should be open until 20:00.

During events, the hours should be until 21:00, along with a limit on the number of visitors.



Due to a change in the national policy, sports clubs with an area of more than 1,000 square meters will not be requested to close on Saturdays and Sundays after June 1.



Businesses that respond to the request will be provided with cooperation grant.

• Commuting to the work, etc.

In order to achieve a 70% reduction in the number of employees coming to work, businesses are encouraged to promote the use of work from home (telework), promote the use of vacation days, and even when employees do come to work, strongly promote staggered work hours and other measures to reduce human contact.

• Guideline for lifting of state of emergency.

Regarding the lifting of the declaration, the government's basic response policy states that a comprehensive judgment will be made based on "whether it is equivalent to Stage III. Furthermore, in light of the spread of highly infectious mutant strains, it is necessary to make a more careful judgment by confirming whether or not the disease is stabilizing toward "Stage II.

Since there is a relationship between the number of new patients and the hospital bed utilization rate, we believe that among the national government‘s indicators, special emphasis should be placed on the number of new patients and the hospital bed utilization rate. In our prefecture, "Stage III" means that the number of new patients is 180 or less per day for one week, and the hospital bed utilization rate is less than 50%. Stage II" means that the number of new positive patients remains below 100 per day for one week, and the hospital bed utilization rate is below 20%.

We would like to make a decision after carefully assessing whether the situation is stable toward Stage II, and taking
into account the opinions of experts.

We believe that the lifting of the state of emergency declaration is not the end of everything, but that until it is confirmed that the spread of the disease is under control, it is necessary to take measures for a certain period of time to prevent the reintroduction of the disease and to ease the situation in stages.

• Medical institution

  We have been increasing the number of beds for new corona patients from the 802 beds as of April 19 as needed.
  
   Today, 48 new beds were secured, bringing the total number of beds to 1,346. Of these, 172 are critical care beds.
  
  As for the accommodation treatment facilities, Green Rich Hotel Kurume (157 rooms) was opened today in Kurume City, bringing the total to nine facilities with 1,891 rooms.
  
  With regard to hospital beds, we will continue to aim to secure 1,480 beds for emergencies and 2,000 rooms for temporary accommodations.
• Support for Home Nursing

○ There are more than 2,700 patients who are currently receiving treatment at home, new support for daily life and medical care will be provided.

Regard to daily life support, free delivery of meals and other necessities will be commissioned to a private company starting June 1. For those receiving treatment at home who have difficulty in securing food, retort pouches, canned foods, soups, disinfectants, etc. will be delivered to supplement their daily diet.



Regarding to medical support, nurses and public health nurses from the residential treatment advice team will carefully explain the benefits of residential treatment to those who are receiving treatment at home and have a high priority for medical care, such as those with underlying diseases, or those who have not agreed to residential treatment without special circumstances, and encourage them to enter the facility. This service is also scheduled to start on June 1.

In addition, we will open a dedicated number to introduce local medical institutions for examination and treatment of patients who are receiving treatment at home and present symptoms such as fever or fatigue at night or on holidays when the public health center is not available. We would like to start this service as soon as we can organize medical institutions.

• Vaccinations
• In January 2021, the prefectural government established the Vaccine Team within the prefectural government's coronavirus task force to support municipalities in vaccinating medical personnel and the elderly. The number of staff has been expanded to three groups with 16 members.
  
  In the future, in order to support municipalities in vaccinating people other than the elderly, the prefectural government will need to consider setting up more wide-area vaccination centers to speed up the vaccination of prefectural residents. On June 1, a new organization, the Vaccine Promotion Office, was established in the Cancer and Infectious Diseases Disease Control Division, with a staff of 25, to study the target population for vaccination at the Regional Vaccination Center and the location of the center.

Regarding to Support Measures to Businesses and Other Organizations under the Emergency Measures
Announced on Tuesday, May 11

From Wednesday, May 12, emergency measures will be implemented.

The emergency measures is expected to have a vast impact on businesses by requiring them to refrain from going to the office, temporary closures, and to shorten business hours. It is necessary for the National Government, the Fukuoka Prefectural Government, and municipalities to work together to provide a wide range of support for businesses as soon as possible, and we have decided to implement supportive measures.

There will be 3 new supportive measures.

○The first support is financial aid for restaurants and bars that will be directly affected by the emergency measures.

In addition to the support announced on Friday, May 7, the Fukuoka Prefectural Government will provide its own "rent support". Eligible businesses are those that serve alcohol or provide karaoke and will close or stop serving alcohol or provide karaoke and cooperate in shortening the business hours to 20:00.

The amount will give up to 2/3 of the rent and the maximum amount given is 200,000 yen.
Businesses can also get additional financial aid by adding it with financial aid support from the municipality along with the financial aid from the Fukuoka Prefectural Government.

○Second, in addition to the "monthly financial aid support" announced by the National Government, the Fukuoka Prefectural Government will provide its own support too.

The National Government will provide monthly financial aid (Up to 200,000 yen for corporations and 100,000 yen for individual businesses) to small and medium-sized businesses whose sales have decreased by 50% or more due to the impact of restaurant closures, shortened business hours, and refraining from going out due to the state of emergency declaration.

The Fukuoka Prefectural Government will provide support to small and medium-sized businesses whose sales have decreased by 30% or more, but less than 50%, and who are not eligible for the National Government's monthly financial aid support. Corporations can receive up to 100,000 yen per month, and Independent Businesses can receive up to 50,000 yen per month.

The Fukuoka Prefectural Government will also provide additional financial aid support to business with restaurants that stopped serving alcoholic beverages, which are eligible for the National Government's monthly support (sales decrease of 50% or more). The amount of support is up to 200,000 yen per month for corporations and up to 100,000 yen per month for Independent Business.

○The third is the “cooperation grant for large scale facilities and tenants in facilities over 1,000m2”. For large scale facilities that attract visitors, we ask for their cooperation in keeping their business hours until 20:00. The cooperation grant will be paid to the facilities and tenants who cooperate.

The amount per day will be determined by multiplying the base amount of 200,000 yen for every 1,000 square meters for large facilities and 20,000 yen for every 100 square meters for tenants contained in such facilities by the ratio of the hours reduced in response to requests for shorter hours until 8:00 p.m. to the original business hours.



○Additionally, we will encourage municipalities to issue "Premium Local Product Certificates" as soon as possible to support the early recovery of the local economy. Printing is scheduled to start in July, and the premium rate will be 20% or more.

○It is necessary to proceed with vaccination promptly, the Fukuoka Prefectural Government and Fukuoka City has jointly requested to the National Government to establish a large-scale vaccination center directly under the control of the National Government in Fukuoka City.

○The Fukuoka Prefectural government is working to strengthen its medical institution. With hospital beds for accepting corona-positive patients, 42 beds were newly secured today, bringing the total number of beds to 1,049. The Fukuoka Prefectural Government has decided on what we will request to all prefectural residents and businesses as emergency measures from Wednesday, May 12 to Monday, May 31.

○ Please refrain from unnecessary outings, including during the daytime, especially after 8pm.

The number of new cases today is the highest at 472. Highly infectious mutated strains have been accounting for about 80% of the cases recently. It is important to stop and think carefully whether this outing or shopping is really necessary now before going out, and to act cautiously and responsibly, which the Fukuoka Prefectural Government believe is the best measure.

Since the state of emergency has also been declared, all prefectural residents are requested to refrain from going out.

Please avoid crowded places and times, and refrain from unnecessary travel between prefectures and unnecessary travel to and from areas where the infection is spreading even within the prefecture.

The number of beds for accepting COVID-19 patients, was 802 as of April 19, and increased to 1,007 by securing 67 new beds today for medical institutions.

A new temporary accommodation opened today in Kitakyushu City, bringing the total number of rooms to 1,538.

We will continue have discussions with affiliated parties to secure the target of 1,220 hospital beds and the target of 2,000 rooms for overnight care facilities.

Fukuoka Prefectural Government’s own measures to prevent the spread of COVID-19
 
   Recently, the Fukuoka Prefectural Government made a request to Mr. Nishimura, Minister of State for Economic Revitalization, for the application of the "Priority Measures Preventing the Spread of Disease" to our prefecture. We are currently discussing with the national government the municipalities that will be affected and the duration of the measures. When we made this request, Minister Nishimura said, "We share a sense of crisis regarding the infection situation in Fukuoka Prefecture. We will deal with the request in a flexible manner," and we, the prefectural government have told him that would like to make this decision as soon as possible.
 
   However, it will take a certain period before the "Priority measures preventing the spread of disease" is in effect. Based on the current infection situation in our prefecture, we have decided that strong measures such as the "Priority measures preventing the spread of disease" are necessary, and we need to take measures as soon as possible to stop the spread of the disease.
   The prefectural government has decided to take the same measures as the "Priority measures preventing the spread of disease" ahead of others.
We would like to ask for the understanding and cooperation of all prefectural residents and businesses in the prefecture. (For details, please refer to "Future Response to the New Coronavirus Infection")



○We ask that all prefectural residents continue to refrain from going out during the daytime, and refrain from unnecessary travel to and from areas where a state of emergency has been declared or where the infection has spread within the prefecture.
   When going to dinner, whether at a restaurant or at home, please keep it in small number of people and no longer than 2 hours. Please wear a mask and avoid loud voices when talking. Please do not go in and out of restaurants without permission after the requested change in business hours, and refrain from eating and drinking in groups on the streets or in parks, as this increases the risk of infection.



○ From Thursday, May 6 to Wednesday, May 19, we will ask restaurants in Fukuoka City and Kurume City to shorten their business hours from the current "until 21:00" to "until 20:00", which is one hour earlier than the current "until 21:00". Alcoholic beverages to be served from 11:00 a.m., and the stop serving alcohol at 7:00 p.m., or one hour before closing.
   In addition to Fukuoka City and Kurume City, the infection has been gradually spreading in other parts of the prefecture, and the situation is unpredictable. Therefore, we would like to request that restaurants in all cities, towns, and villages other than Fukuoka City and Kurume City open from 5:00 to 21:00, serve alcoholic beverages from 11:00, and stop serving alcohol until 20:00.



○ In the area of Fukuoka City and Kurume City, the amount is between 30,000 yen and 100,000 yen per day depending on the sales. In the area of Fukuoka City and Kurume City, the amount is between 30,000 yen and 100,000 yen per day, depending on the of sales.
   In other cities, towns and villages, the amount is 25,000 yen to 75,000 yen per day.

   In addition, as a countermeasure the clustering of daytime karaoke, excluding karaoke boxes, we ask that you refrain from using karaoke facilities in places such as karaoke cafes and daytime snack bars.



○ This is a request to all facilities that attract visitors. To ensure that prefectural residents to refrain from unnecessary outings, we would like to limit the number of people gathering at facilities and furthermore to limit the number of people eating and drinking. For theaters, movie theaters, exhibition halls, as well as commercial facilities of 1,000 square meters or more, exercise/playing facilities, museums, art galleries, etc., we request that the opening hours be limited to 20:00 in areas such as Fukuoka City and Kurume City, and to 21:00 in other municipalities.

○ The maximum capacity for the event is currently set at 10,000, but from Thursday, May 6 to Wednesday, May 19, the capacity will be 5,000. Please note that if loud cheering or shouting is expected, it should be within 50% of the capacity, whichever is smaller.

○ Although the current measures are to be taken until May 19, the duration of the measures will be determined again when the national government applies the priority measures to prevent the spread of the disease.



○ The prefectural government is working to strengthen its medical institutions. Today, we were able to secure 19 new hospital beds, bringing the total number of beds to 940. Of these, the number of beds for serious symptoms patients will increase by 4 beds, bringing the total to 136. As for temporary accommodation for recovery, one facility will be opened in Kitakyushu City on May 7. This will bring the total number of rooms to 1,538. We will continue to secure for two more temporary accommodations in Fukuoka City and Kurume City. If we can open these facilities, we will be able to secure about 1,900 rooms.
   We apologize for the inconvenience this will cause to prefectural residents and businesses of the prefecture. To stop the spread of the COVID-19 infection at all costs, we sincerely ask for your understanding and cooperation.

To all prefectural residents, the future spread of COVID-19 depends on our current actions. Our current actions will determine what Fukuoka Prefecture will look like in 10 days or 2 weeks from now. Fukuoka Prefectural Government’s own measures to prevent the spread of COVID-19

The number of new cases of the COVID-19 has exceeded over 100 for 5 consecutive days, approaching Stage 3 indicated by the national government’s alert scale, and the situation is becoming unpredictable. The number of people who tested positive for new COVID-19 variants has increased 1.6 times in the last week compared to the previous week (from 102 to 162), and the number of unknown transmission route infections has exceeded 50%, so the prefectural government must suspect community infections.

The prefectural government is aware that we are approaching the fourth wave of infections and has a strong sense urgency of the situation.

We held a meeting at the prefectural government, being a six-party consultations with Fukuoka City and other municipalities.

Looking at the number of new cases by regions, there has been a remarkable increase in Fukuoka City since the beginning of April. The spread of infections in Fukuoka City will have a significant impact on the entire prefecture, so we must do everything we can to stop the further spread of the infection. As a prefectural measure, we have decided to ask prefectural residents to refrain from unnecessary outings and for restaurants and bars in Fukuoka City to shorten their business hours. The prefectural government and Fukuoka City Hall will work closely together to stop the re-spreading of this infection at all costs.

〇 Stores that cooperate with the requests will be provided with a cooperation money, which is set in stages according to their sales as follows.

〇 To protect the lives of those close to you, including yourself, grandparents, family members, loved ones, and friends, we would like all prefectural resident to thoroughly implement basic infection prevention practices and act with caution.

Notice about COVID-19 Response (As of March 19) 
 
  We would like to inform you that the Fukuoka Prefectural Government have decided to lift the requests to prefectural residents and businesses to refrain from unnecessary outings and shorten business hours for restaurants and bars on Sunday, March 21. 


 
〇What are the measures to be taken by Fukuoka Prefectural Government?
   Based on the current infection situation and the medical institutions, we’ve inquired experts, and they suggested that the current requests to refrain from unnecessary outings and shortening business hours may be lifted, on the premise that thorough infection prevention practices in elderly care facilities are important in improving the current situation and that necessary measures will be promptly taken if signs of the reemergence of infections become evident.
   Even after the request has been lifted, the prefectural government will take the following measures to prevent a reemergence of infections.

 
   Prevent clusters in elderly care facilities, we will continue to implement PCR testing programs for staff and encourage them to take the test, as well as reiterated our calls for thorough infection prevention practices, even at day-care facilities.

  In addition, as a countermeasure against restaurants and bars, especially daytime karaoke establishments where clusters occur, the prefectural government will visit establishments displaying the infection prevention stickers from Monday, March 22 onward to check their infection prevention measures and provide guidance and advice on an unannounced basis.

  In preparation for the wave of infections, based on the response policy of the national government we will review the current plan for securing hospital beds and maintain and strengthen medical institutions by securing additional hospital beds, etc., consult with medical professionals and municipalities.
  As for vaccination, we will promote vaccination for medical personnel, etc., and strive for smooth implementation by supporting municipalities to vaccinate residents.

〇Requests to prefectural residents and businesses
We would like to ask for the cooperation of the prefectural residents and businesses on the following matters from Monday, March 22 onward, so that we can prevent a rebound of infections that will affect society, without having to ask people to refrain from outings or shortening business hours again.

• 
  To all prefectural residents,
  Going to restaurants should be limited to a small number of people and spend no more than two hours. Do not drink heavily, wear a mask when talking, and avoid speaking in loud voices. Please do the same for gatherings with meals at private homes, etc.
• Choose a restaurant that display the “infection prevention” stickers, is not crowded, has adequate ventilation, sufficient distance between seats, and thorough infection prevention measures such as installing acrylic panels to prevent droplets from spreading.
• When going out or traveling, please check the infection status of your destination and the infection prevention measures
  of the facility you are using, and choose a time and place that is not crowded.  Please refrain from going out or traveling, if you have symptoms such as fever.

  There will be many events during this season. Please refrain from graduation trips, thank-you parties, welcome and farewell parties, and no cherry blossom viewing parties.

We would like to request all restaurants and bars to do the following.

• We would like you to encourage visitors to keep the number of visitors small and the length of stay within two hours.

Emergency measures in response to the spread of COVID-19

  Today Fukuoka Prefecture has been added as subject region to the National Government’s State of Emergency Declaration. In response to this, the Fukuoka Prefectural Government held a meeting with the prefectural coronavirus task force and decided on the emergency measures to be requested to the residents and businesses of the prefecture.

• Area and period of measures to be taken
     Area: All areas within the prefecture
     Period: Thursday, January 14, 0:00 to Sunday, February 7, 24:00
• Request to all prefectural residents
     In accordance with Article 45, Paragraph 1 of the Act on Special Measures, we ask that you refrain from unnecessary outings, both day or night. Particularly, going out after 20:00.
     This does not apply to going to the hospital, shopping for food and daily necessities, going to work, exercising, taking a walk, or any other activities that are necessary to maintain your life and health.
     Please continue to perform standard infection prevention practices such as masks, hand washing, physical distance, and avoiding the three Cs.
  
  
• Request to all businesses
     Based on Article 24, Paragraph 9 of the Act on Special Measures, restaurants, coffee shops, and entertainment facilities (bars, karaoke boxes, etc.) that have obtained a restaurant business license under the Food Sanitation Act are requested to keep their business hours from 5:00 to 20:00. Alcoholic beverages will be served from 11:00 to 19:00.
     The period will be from 0:00 Saturday, January 16 to 24:00 Sunday, February 7.
     This does not apply to home delivery, takeout services and businesses that are expected to be operating to a considerable extent of time for the purpose of lodging, such as Internet cafes.
     We ask that you continue to take thorough infection prevention practices in accordance with the guidelines and display the "Infection Prevention Sticker". We would like to thank all the stores that have been cooperating with us in this regard. If your store has not yet used the subsidy or displayed the sticker, please apply for it as soon as possible. 　
     We would like to offer a subsidy to those restaurants that respond to this request for shorter hours. We are working on the details and will let you know as soon as possible when they are finalized.
  
  

  For facilities other than restaurants, although this is not a request based on the Act on Special Measures, please set the operating hours from 5:00 to 20:00 and the hours for serving alcoholic beverages from 11:00 a.m. to 19:00, the same as for restaurants.
  The maximum number of people to be accommodated should be 5,000, and the capacity ratio should be 50% or less, for theaters, movie theaters, museums, and art galleries,

• Commuting to work
     Businesses are requested to take precautions to reduce contact with other people and we want to reduce the number of employees who go to work by 70%. We ask people to either work from home, rotating work hours, staggered work hours, and bicycle commuting, even when it is necessary to go to work.
     We also ask for your cooperation in reducing work hours after 20:00, unless it is necessary for business continuity.
     In addition, please be aware of situations where the risk of infection increases, such as break rooms and changing rooms, and take thorough infection prevention practices in accordance with the guidelines.
  
  
• Restrictions on holding events etc
     Both indoor and outdoor events should be limited to 5,000 people or less. For indoor events, the number of participants should be limited to 50% of the capacity of the venue, and for outdoor events, the physical distance should be sufficient.
    If it is not possible to take thorough infection prevention practices, please make a careful decision about holding the event. Also, please make sure that participants are aware of the Contact Confirmation Application (COCOA).
  
  
• For prefectural government sponsored events and prefectural government facilities
     The same restrictions as above regarding the number of people and operating hours.
• Regarding to Schools etc.
    Schools are requested to thoroughly warn children, students, and others about activities with a high risk of infection in classes, school events, and club activities.

     The Fukuoka Prefectural Government has been working together with the prefectural medical association, medical professionals, prefectural residents and businesses to maintain and secure the medical institution and prevent the spread of infection, thereby minimizing the impact on socioeconomic activities as much as possible. Now that Fukuoka Prefecture has been selected to be part to the State of Emergency Declaration, we would like to make thorough efforts to stop the spread of infection as much as possible, with the understanding and cooperation from prefectural residents and businesses.

Message from the Governor regarding to COVID-19

The Fukuoka Prefectural Government have decided to request the following to prefectural residents for their cooperation, based on the current infection situation and the medical institutions, as well as the "State of Emergency Declaration" and " Basic Guidelines for Measures " issued by the national government covering Tokyo, Saitama, Chiba, and Kanagawa Prefectures.
We would like to ask the prefectural residents to do the following.

• Refrain from traveling to regions subject to the state of emergency declaration (until February 7) 
      Please refrain from traveling to Tokyo, Saitama, Chiba, and Kanagawa prefectures until February 7.
• When having dinner (including a dinner at home)
  • When having a meal, please have it in small groups with people you normally eat with. Also, please refrain from eating for a long time.

• With the rapid increase in the number of newly infected people with COVID-19, Fukuoka Prefectural Government has issued a "Fukuoka Corona Alert" on December 12, 2020. We would like to ask all prefectural residents to continue to do the following in order to prevent the spread of infection in the future.
• When going out please avoid crowded times and places. Carefully check your own health condition, the infection status of your destination, and infection prevention measures of the facility you are going to.

Regarding to the “Fukuoka COVID-19 Alert” and from now on

August 20th Fukuoka Prefectural Government

  From the middle of July and on, new cases of COVID-19 infections and cases of unknown transmission have been increasing and the occupancy rate of hospital beds have been increasing too. On August 5th we have set up the Fukuoka COVID-19 alert, based on the status of the clusters, we requested to improve the medical support system, we have requested new measures for prefectural residents and businesses to follow.
  The occupancy rate of hospital beds has gradually increased since August 5, and the situation is still unpredictable. As a result, the "Fukuoka COVID-19 Alert" will continue to be in effect; however, the number of new infections has been decreasing and the number of clusters at restaurants and other facilities where they have been cooperating with the request has been decreasing. If this trend continues, the strain on the healthcare system would decrease too.

   As we will have to face with COVID-19 for a long time to come, it will be difficult to maintain prevention measures, such as requesting to people and businesses to temporary close or refraining from going outside for a long period of time, so it is important for society as a whole to prevent infections.
　For this reason, we are reviewing the cooperation of the requests we have made to prefectural residents and businesses based on the current situation, while reducing the restrictions on socioeconomic activities as much as possible, on the basis of infection prevention, and will provide new support to businesses cooperating with infection prevention measures.
　If the spread of the infection progresses even further and it becomes difficult to maintain and ensure the provision of medical care, we will once again ask the citizens and businesses of the prefecture to take further measures.

1. Cooperation request to prefectural residents after August 22
To the prefectural residents
Refrain from using restaurants, etc.* that do not comply with the guidelines. To determine whether or not they are in compliance, check the prefectural government's " Infection Prevention" sticker, which indicates that the restaurant is working on infection prevention measures.

　In addition, the following requests for the period August 8-21 will be cancelled. No more than 2 hours of meals and drinking, etc., and refrain from after-parties and third parties.

*(1) Among the entertainment facilities stipulated in Article 11, Paragraph 11, Item 11 of the Order for Enforcement of the Act on Special Measures against Pandemic Influenza, etc.

A general request in light of the recent outbreaks
In light of the recent outbreaks of clusters in schools and educational facilities, young people are urged to exercise caution in order to avoid spreading the virus to the elderly and others who are more susceptible to severe infection through infections at home.
Refrain from eating or drinking with large groups of people especially when the number of people, the size of the venue, and the ventilation, etc. are not taken into account to prevent infection.
Refrain from using day care facilities (day service) if symptoms such as fever are seen there, and if a cluster is occurring.

“Fukuoka Corona Alert” and the counter measures for the future

August 5th 2020  Fukuoka Prefectural Government

• New cases of COVID-19 was up to 170, which was an all time high and the spread of the infection does not seem to slow down.
• The percentage of  patients that do not know how they got infected is over 50% , and the number of people with serious and mild symptoms are increasing.
• With all of these past events in mind, we have concluded to issue a “Fukuoka Corona Alert”
• In response to this, for the medical service system, we will once again request medical institutions to prepare for hospital beds and we will also need to accelerate securing of accommodation for medical treatment facilities.
• Then, we will make new requests to prefectural residents and businesses.
• Since July, there were 25 facilities where clusters occurred in this prefecture, about half  of them are “Restaurant with close contact” and “Restaurant that serve alcohol”. Therefore, the requests are aimed mainly towards these stores.
• A general request first. Please show that the restaurants with close contact, restaurants that serve alcohol, and karaoke shops in the prefecture to comply with industry guidelines and have infection prevention measures. Please use the sticker that is used by all prefectures to display that you are following the guidelines.

 

• From August 8th to 21st, including Obon, I encourage guests to keep their stay in these restaurants within 2 hours.
• Next is a request for cooperation of closures. About 60% of cases are from Fukuoka City. We request the cooperation of the entertainment facilities stipulated by the Special Measures Law Enforcement Ordinance, "restaurants with close contact", " restaurants and karaoke places that serve alcohol " that do not comply with the industry-specific guidelines for the closure from 8th to 21st August.
• Next, I would like to ask all prefectural residents, to refrain from going to these establishments that do not comply with these guidelines. Also, from August 8th to 21st, even if the establishment complies with the guidelines, please stay within 2 hours and refrain from going to anther establishment afterwards.
• Any further spread of infection must be prevented. I want you to be very conscience of your actions and think that you might be infected and to be conscience to “not infect people” and “not get infected from people”.
• If the infections cannot be stopped and there is a fear that it will overwhelm the medical service system, it will be unavoidable to issue stricter measures.

A message from the Governor regarding to novel coronavirus (COVID-19) infections

• Over 100 COVID-19 cases in Fukuoka prefecture in a single day. We must prevent this infection from spreading even more. Once again, I ask for the cooperation of the prefectural residents and businesses.

1. For prefectural residents, to be very conscience of your actions and think that you might be infected and to be conscience to “not infect people” and “not get infected from people”.

(1) For outings, on the basis of your health conditions to check the infection situation of your destination, the prevention measures the facility has, and judge on the necessity of the outing. Especially, infections from restaurants with close contact standout. Please refrain from going to places where they lack preventative measures.  Also infections from dining is increasing. Please refrain from dinging and going out for drinks in large groups.

(2) Also when you go out, please follow the use of masks, washing your hands, physical distancing, and avoiding the 3Cs.

(3) Recently, about 60% of the infection are youths in their 20s and 30s and most of them are asymptomatic people. Especially, for youths to not spread it to elderly who will have serious symptoms, people with preexisting conditions, children and to follow request from above.

2. If you are sure that you are infected, then please follow the request of hospitalization and accommodation from the health centers swiftly.

3.  For all business owners.

(1) To take the necessary preventative measures from the industry specific guidelines. Especially restaurants with close contact needs to take the necessary preventative measures.

Responses of Fukuoka Prefecture after a state of emergency is lifted (from June 19)

   Fukuoka Prefecture, based on the state of infection after the lifting of the state of emergency on May 14, decided to mitigate its infection control measures from June 1, for its cities excepting Kitakyushu City. We have requested Kitakyushu City, where a rapid increase of the number of infected residents was observed, to continue its measures for refraining from unnecessary and non-urgent outings, and the closure of some of its facilities.
   We would like to express our appreciation for the understanding and cooperation of many local residents and business operators of our prefecture, and for strenuous efforts of professionals at the front-line of medical practice and other people who have supported our society at various sites.

   In Kitakyushu City, although 156 people had been infected with COVID-19 during the period from May 23 to June 16, the infection situation is about to be under control with the average number of infected persons per day during the most recent one week having reduced to 1.4. The assessment of the situation by experts is similar.

   Our prefecture, in order to request medical institutions to create a system for accepting COVID patients, such as by preparing enough hospital beds in case we go into a new phase of the spread of infection in the future, have set its unique indicators (the "Fukuoka Corona Alert"), and decided to begin discussing the measures to be taken by its local residents and business operators through comprehensive judgment based on these indicators, when it can be in medical stringency.
   In light of this "Fukuoka Corona Alert," in the current situation, we have enough reserve power to provide medical care, rather than being at the level of preparing for securing a new medical care provision system.

   In line with the situation explained above, Fukuoka Prefecture has decided to raise the level of its socio-economic activities, while making efforts to prevent the spread of infection, and to maintain and secure its medical care provision system.

1. Termination of infection control measures in Kitakyushu City

   The following measures of Kitakyushu City will be terminated on June 19.

1. Request for local residents of Kitakyushu City to refrain from unnecessary and non-urgent outings both inside and outside the prefecture
2. Request to refrain from holding event in Kitakyushu City
3. Request for the closure of night clubs or night club establishments that serve food and beverage and live music clubs in Kitakyushu City Accordingly, the prefectural Kanmon Kaikyo Museum, Kitakyushu Palace, and Hiraodai Natural Observation Center, three facilities which have been temporarily closed, will be resumed from June 19.

2. Approach from June 19 (of the entire prefecture including Kitakyushu City)

(1) Outings
1. The request for careful decisions regarding traveling to Hokkaido, Saitama and Chiba Prefectures, and Tokyo will be canceled from June 19.
2. Continue to pay enough attention to the infection situation of the destination before going out, and carefully deal with the situation. Each person should take a thorough individual measure to prevent the infection, and avoid going out to a place with insufficient measures to prevent COVID infection.
3. With regard to tourism promotion, although we decided to work on it from sightseeing in the prefecture, to attract visitors from outside the prefecture will be allowed from June 19.

(2) Holding events
   Events should continue to be held by referring to the chart below (This is also applied to the cases of exhibitions and trade fairs).


(3) Facilities’ infection control measures
   According to the types of the facilities, each facility should continue to ensure that their infection control measures are thoroughly taken, such as “arrangement of the seats by taking enough space around each seat” and “proper disinfection and cleaning before accepting spectators/visitors at the following round.”
   In particular, facilities in Japan where a cluster infection occurred should take a stricter infection control measure.

(4) How to work
   To reduce opportunities to contact with others, such as through telecommuting, staggered working hours, and commuting by bicycle.

(5) Practice of new lifestyle
   Practice the “New Lifestyle” which is intended to continue to prevent the spread of infection according to each person’s daily life such as by wearing a face mask, washing hands, keeping distance from others, avoiding 3Cs (closed spaces, crowds, and close contact), and dealing with new styles of each life scene.

  * Since wearing a face mask in a humid and high temperature environment may lead to a higher risk of heatstroke, measures to prevent heatstroke should be taken by taking off a face mask appropriately, such as “Taking off a face mask when enough distance (at least 2 meters) can be taken from others outdoors” and “Taking a rest with the face mask temporarily taken off at a place where enough distance (at least 2 meters) can be taken from people around.”

(6) About consultations with medical and other related institutions
   When one of the above items from 1 to 3 applies, you should consult with the “Returnees/Contacts Consultation Center.”
1. Have one of the strong symptoms such as shortness of breath (dyspnea), intense fatigue (washed-out feeling), and high fever
2. When a person who is vulnerable to COVID-19 with his/her symptoms easily becoming severe or a pregnant woman has a relatively mild symptoms of the common cold, such as fever and coughing
3. When a person other than the person mentioned above continues to have a relatively mild symptoms of the common cold, such as fever and coughing
When you hope to see your regular doctor for your symptoms of the common cold, such as fever and coughing, be sure to consult with the doctor over the phone beforehand, rather than directly going to see the doctor.

3. About violation of human rights

   Due to fear and a sense of discrimination for the new coronavirus, cases of violation of human rights of infected persons, medical professionals, people who maintain social functions, and their families have occurred, such as slanders and discriminatory responses.
   Inconsiderate remarks and behavior and discrimination are never be forgiven. Residents of our prefecture are expected to take actions based on correct information and not be go along with such unforgivable behavior.

4. Conclusion

   The spread of the infection in Kitakyushu City this time is currently in the process of being settled thanks to all of your cooperation, and we have been able to stop a situation where the spread of the infection leads to the second wave of the coronavirus outbreak.
   In the course of our attempt to raise the level of our socio-economic activities, we are in a situation where people can be infected with the virus anywhere and anytime. Until we have the medicine and vaccine for this disease, we have to deal with new coronavirus infectious disease for a long time.
   Whether we can win this battle against COVID-19 or not depends on the awareness and behavior of each resident of our prefecture. Our regional strength and unity are questioned. Please make continued efforts to practice “New Lifestyle” intended to prevent the spread of infection without relaxing your attention, and to take thorough infection control measures so as to prevent your efforts so far from coming to nothing.

Regarding to Fukuoka prefecture’s measures after the state of emergency lifted

 Since the state of emergency was lifted the 14th of this month, the infection situation in this prefecture has been settling down. For this reason, I believe that it is time to gradually raise the level of socio-economic activities while working to prevent the spread of infections and to secure the provision healthcare system.
 However, in Kitakyushu City, where the number of infected people has continued to be zero since April 30, the number of infected people has increased since May 23, and 26 people were found infected today, and total of 69 people were infected in the past week. Among them, 27 people do not know where they got infected, and experts say that it is impossible to deny the possibility that it has spread throughout the city.
 In preparation for the infection spreading again in Fukuoka prefecture, the Fukuoka Prefectural has set up a "Fukuoka Corona Alert" listed here based on these indicators. Such as if there is a risk that medical care would be limited, requesting medical institutions to improve their acceptance system, such as preparation for hospital beds. We are planning measures for the residents of the prefecture and businesses to follow.
 For the "Fukuoka Corona Warning", the current situation is as follows.

• The number of infected people (3 day moving average) has not exceeded 8 people for 3 consecutive days
• The ratio of persons with unknown infection routes did not exceed 50% for 3 consecutive days
• On the other hand, the bed occupancy rate and the severe bed occupancy rate are below 10% for the most recent week.

Thus, at this stage, the prefectural government has not reached the level of preparing to secure the medical service system, and there is ample room to spare.
However, depending on the situation in the future, it is expected that the situation will be severe. To not undermine the efforts that have been made up until now, it is necessary to stop the spread of this infection in Kitakyushu City spreading in Fukuoka Prefecture and become the second wave.
Therefore, we conducted a detailed analysis of the infections in Kitakyushu City, reviewed the current measures while gradually raising the socioeconomic level, and decided to adopt the following measures.

1. Refraining from going out

(1) Residents living outside Kitakyushu City

• Release request for nonessential outings.

It is now possible to go to different prefectures, but be careful to going to Hokkaido, Saitama Prefecture, Chiba Prefecture, Tokyo Prefecture, and Kanagawa Prefecture until June 18. Also, for the time being, when going to other areas within the prefecture, be careful to take into consideration the infection status in that area. When going out, be sure to thoroughly implement infection prevention measures and avoid going to places where infection prevention measures are insufficient.

Regarding tourism promotion, we will start with sightseeing within the prefecture, and actively attract people from outside the prefecture after June 19th.

(2) Residents living in Kitakyushu City
For the time being, refrain from nonessential outings, both inside and outside the prefecture

2. Holding of events

(1) Areas other than Kitakyushu city
You can hold events. In addition, when holding the events, take the appropriate infection prevention measures. If the appropriate infection prevention measures cannot be accommodated, the organizer should cancel or postpone the event.

To refrain from holding events until June 18

3. Facility closures

(1) Areas other than Kitakyushu City

• Cancellations of the previous request for closures.
  When re-opening, be sure to take appropriate infection prevention measures for each facility type, such as "allocated seats on all sides" and "appropriate disinfection and cleaning when customers are come in and out" at all facilities.
  Especially, take strict measures to prevent infections at facilities where clusters occurs in Japan.
  In the future, when a cluster occurs, we will consider request to close the facilities in that facility type.

(2) Kitakyushu city
Due to clusters occurring in Japan so far, we request the closures until June 18th for restaurants and live houses with entertainment, which has a high risk of infection. (A detailed analysis of the status of infection in Kitakyushu City may be carried out, and if the results become clear, the request may be lifted.)

* Regarding restaurants with entertainment, regardless of the name of the cabaret, night club, snack, bar, pub, etc., those with entertainment for customers, are subject to closure request.
* For prefectural schools in the Kitakyushu area, we will carry out shifted school attendance for one week from June 1 for the time being. Regarding municipal schools and private schools, the head of the facility will make the decision referenced the prefectural schools.

4. Attendance at work

To reduce contact with people, such as teleworking, staggered work hours and commuting by bicycle

5. Practice of new lifestyle

Continue to practice "new lifestyle" guideline to prevent the spread of infection, such as "maintaining social distance", "wearing a mask", and "washing hands" which are the three basics of infection prevention.

6. Consultation with medical institutions

Request to resident regarding to the lifting of the state of emergency

〇 Since the state of emergency was declared on April 7, the Fukuoka prefectural government has made various requests, such as refraining non-essential out and requested businesses to suspend operations, in order to prevent the spread of infection and ensure the medical care provision system. We apologize for the inconvenience this has caused during the state of emergency, but because many prefectural residents and businesses have given us their understanding and cooperation, and your thoughts and actions have led to this result. We would like to extend my sincere respect and gratitude again to all the medical workers who are struggling on the front lines, as well as to everyone who supports society in various fields.

○ Even though the state of emergency as been lifted in Fukuoka, this is not the end of it. While facing the novel coronavirus (COVID-19), there is a need to raising levels in Socio-economic activities and this is a new beginning to be able to return to our normal lifestyle.

○ There are examples such as Hokkaido and other countries where a second wave of infections have hit. The awareness and behavior of every prefectural resident will be more crucial than ever. You’ll need to be fully prepared and take action to protect yourself, your family, those around you, and society.

○ For this, we will alleviate the refraining from going out and requests businesses to suspend operations until May 15, but we would like to ask prefectural residents and businesses to take the following measures.

（1）Going out ○Refrain from unnecessarily and urgently outings, to keep in mind of  “reducing contact with people by a 80%”. Especially, avoid going out to places where clusters have occurred, or places with "three Cs"

○Avoid unnecessarily travel across prefectures and to your hometown, including prefectures subject to the state of emergency

（2）Practice a new lifestyle Please practice the "new lifestyle" to prevent the spread of infections, such as (1) Social distancing, (2) Wear a mask, and (3) Hand washing, which are the three basics of infection prevention.
* "New lifestyle" means avoiding "three Cs", hand washing / disinfecting, masks, cough etiquette, social distancing, going out with a small number of people, facing each other during meals a new lifestyle that incorporates measures against splash infections, contact infections, and short-distance conversations.

Fukuoka Prefectural Government

Today, the country has announced it will continue the state of emergency, from May 7th to 31st. A guideline was set for the 13 "specified warning prefectures” including this prefecture, to aim for a reduction of contact opportunities to a minimum of 70% and up to 80% as much as possible and to continuing the same efforts as before. For this reason and considering the opinions of experts and with the aim of ending this situation as soon as possible, the prefectural government will continue to extend the efforts it has implemented until May 31.

(1) Aside from essential outing, please refrain from nonessential outings,
*what defines essential outings, things such as going to the hospital, buying food, medical, daily necessities, attendance at work, exercise and walking outside.

(2) To avoid nonessential traveling, to not have people move across prefectures as much as possible to prevent spread.

(3) To avoid, poorly ventilated spaces, crowded spaces where people gather, and close contact of conversations are 3 conditions that reduces the risks of mass infection.

(4) Please wash your hands, use disinfections, wearing masks, practice coughing etiquette and to distance yourself with people.

(5) To refrain from events and gatherings that have poorly ventilated spaces, crowded spaces, and close contact which may lead to the spread of infection.

(6) To aim for 70% reduction of attendance at work by people working from home (telework), having staggered work hour, and to commute by bicycle to reduce contact with people.

(7) If you have symptoms like fever, cough, and or cold, and going to visit a general practitioner, please call and consult with them before visiting them.

(8) Cooperation with facility closures, etc.
Regarding to museums, art galleries, libraries, etc. To make a careful decision based on the infection status after a certain period (about two weeks) and to properly implement the infection prevention measures at each facility.

【Important】About emergency measures
A state of emergency was declared for Fukuoka Prefecture on April 7, 2020. Responding to this, Fukuoka Prefecture is implementing emergency measures until May 6, 2020.

We request all Onojo residents to do the following below.

• Aside essential outing, please refrain from nonessential outings,
  *what defines essential outings, things such as going to the hospital, buying food, medical, daily necessities, attendance at work, exercise and walking outside.
• For attendance at work, though it does not apply to the request, in exchange we request to reduce contact with by people working from home (telework), having staggered work hour, and  to commute by bicycle.
• To avoid nonessential traveling, to not have people move across prefectures as much as possible to prevent spread. However, this differs from a lockdown.
• To avoid, poorly ventilated spaces, crowded spaces where people gather, and close contact of conversations are 3 conditions that reduces the risks of mass infection. Please avoid places that overlap these conditions.
• Refrain from attending events that can be associated to spreading the infection.
•  Please wash your hands and practice coughing etiquette.
•  Do not buy up food, medical supplies, and daily necessities. Supermarkets and stores selling food, medicine and necessary daily goods will also stay open.
• If you think you are infected with the novel coronavirus (COVID-19), please call and consult with your local public health office “Returnees and potential contacts call center”.
•  If you have symptoms like fever, cough, and or cold, and going to visit a general practitioner, please call and consult with them before visiting them.
• For international travel, please follow the guideline issued by the Ministry of Foreign Affairs of Japan (MOFA).

Fukuoka governor had a press conference on April 1 and asked the public to usually avoid going to crowded places as much as possible and refrain from going out  on weekends, April 4, 5, 11, 12, 18 and 19, unless absolutely necessary. The governor also asked to refrain from all but essential travel to areas where many infected people with novel coronavirus have been confirmed such as the Kanto and Kansai regions.

Novel coronavirus outbreak in Wuhan, China was reported in December 2019. Since then it spreads internationally. Infected people with novel coronavirus have been confirmed in Fukuoka Prefecture and the number is gradually increasing.
 

To Residents

Precaution is important. We ask you to do the same preventive measures like common colds and flu.

Preventive measures

• Wash your hands well and frequently.
• Follow "cough etiquette".
• As to persons who have chronicle diseases and seniors, take extra precaution such as avoiding crowded areas.
• Stay home from school and work if you have symptoms of common colds such as fever, etc.
• Record your body temperature everyday if symptoms such as fever, etc. start.
• Cover your mouth and nose with a medical mask when coughing and sneezing. 
• Cook meat and eggs thoroughly. 
• Avoid close contact with anyone showing symptoms of respiratory problems such as coughing and sneezing.

Avoid the “Three Cs”

• 1. Closed spaces with poor ventilation.
• 2. Crowded places with many people nearby.
• 3. Close-contact settings such as close-range conversations.

The routes of transmission are generally through droplets and contacts. In addition, under certain circumstances, such as when talking to many people at a short distance in confined spaces, there is the risk of spreading the infection even without coughing or sneezing. Therefore please avoid the “Three Cs” as above.
